JQANでは、日本の支援関係者向けに定期的にスフィア基準に関する研修を開催してきました。
スフィア基準を知る役職員が複数名いる支援団体も増えてきたことから、それらの団体の実際の活動・業務においてどのように基準が活用されているかを把握する取り組みを始めました。
初回となる今回はJQAN幹事団体である一般社団法人ピースボート災害支援センターの協力を得て実施しました。東日本大震災以降、国内災害対応において、人道支援における最低基準である本基準の利活用は内閣府も強調してきている中、本レポートがスフィア基準の考え方を実践に移そうと考える支援関係者の皆様の参考になれば幸いです。
JQAN has been regularly holding training on Sphere standards for Japanese responders. Since there are couple organizations with certain number of trained staff, JQAN decided to interview these organizations to understand how Sphere standards are used in their activities and work.
First interviewed organization is Peace Boat Disaster Relief, organization active both in domestic and overseas humanitarian response. Since Cabinet Office in charge of disaster response also recognize Sphere standards in enhancing the quality of responses, we hope this survey report to serve as one of the resources for future preparation and response.
