主要基準

スフィア・ハンドブック

1997年人道援助を行うNGOのグループと国際赤十字・赤新月運動によって、スフィア・プロジェクトという災害援助における行動の質を向上し、説明責任を果たすために必要な人道憲章の枠組みづくりと、生命を守るための主要4分野における技術的基準が取りまとめられました。
「スフィア・ハンドブック」はその成果物として、人道憲章、権利保護の原則、支援時のコア基準、4分野の技術的基準が取りまとめられ、改訂されてきました。現在の最新版は2011年版です。
